Abstract
This study aims to explore the practical systems of revenue generation at the county headquarters, with a focus on the challenges faced by the Robinson Church department. The department has raised concerns about the fairness of revenue generation practices and the need for reform. In response, this research employs a qualitative approach to investigate the strategies and mechanisms employed by the county government to generate revenue, as well as their impact on the Robinson Church department. Data was collected through semi-structured interviews with key informants, including revenue officers, departmental heads, and county officials. The findings reveal that the revenue generation system in place is flawed, and the department is faced with numerous challenges, including inadequate resources and a lack of support from the county government. The study concludes that there is a need for comprehensive reform of the revenue generation system, including the adoption of new strategies and mechanisms that are more transparent and equitable. The study recommends that the county government should collaborate with departments to develop innovative revenue generation strategies that are tailored to the needs of each department. This study contributes to the existing literature on revenue generation systems in local governments and provides insights into the challenges faced by departments in generating revenue and the need for reform.
