Abstract

This paper presents the results of a study conducted in Dallas, Texas that explores the effectiveness of employment planning and coordination as a mature approach to supporting departmental results. The study examines the experiences of three departments within the city government and their implementation of employment planning and coordination strategies. Data was collected through structured interviews and document analysis, and was analyzed using a grounded theory approach. Findings indicate that employment planning and coordination can be an effective tool for supporting departmental results, particularly when departments have a clear understanding of their workforce needs and are able to align their hiring practices with their strategic goals. However, the study also highlights the challenges of implementing such an approach, including the need for strong leadership and commitment from departmental leaders, as well as the need for effective communication and collaboration between departments. The paper concludes by discussing the implications of the study for practice and future research in the field of public administration.
