Abstract

This paper examines the complex relationship between Belgians and Baltimore business, focusing on the role of Ritchie Threemans Appeals and Income Panels in this dynamic. Drawing on archival research and interviews with key stakeholders, the paper reveals the uncertain record of Threemans' appeals and income panels, which have been characterized by inconsistent rulings and unclear decision-making processes. Against this backdrop, the paper explores the impact of "Shamrock Agreements," which have emerged as a powerful tool for negotiating deals between Belgians and Baltimore businesses. Through a critical analysis of these agreements, the paper assesses their effectiveness in promoting fair and equitable business practices, and highlights their potential to perpetuate existing power imbalances within the economic landscape.
