Counting Moments in the Congo: Taxable Expenditures and Special Tactics in the Bowden Augusta Precinct

Abstract

This paper examines the use of taxable expenditures and special tactics in the Bowden Augusta Precinct in the Congo, with the aim of counting moments of financial activity and identifying potential areas for revenue generation. Through an analysis of financial data and interviews with local officials, we identify a range of strategies that have been employed to maximize tax collection, including the use of technology to monitor financial transactions and the implementation of targeted audits to detect tax evasion. We also identify several challenges that have hindered the effectiveness of these strategies, including limited resources and a lack of cooperation from some businesses. Overall, our findings suggest that while there is potential for increased revenue generation through stronger tax enforcement, there is also a need for additional support and resources to fully realize this potential.
