Abstract
This paper explores the role of the government's National Fashion Library in promoting and facilitating cooperation and responsibility among stakeholders in the fashion industry. Drawing on a qualitative study of the Library's operations and initiatives, we argue that the Library's focus on straightaway charges (i.e., fees charged for the use of copyrighted materials) has been instrumental in driving positive change in the industry. Specifically, we highlight the Library's efforts to increase transparency and standardization in the charging process, as well as its facilitation of partnerships between copyright holders and users. Through these activities, the Library has helped to reduce legal disputes and improve access to vital fashion resources, while also promoting a culture of responsibility and ethical behavior. Overall, our findings suggest that the National Fashion Library is playing a critical role in advancing the sustainability and competitiveness of the fashion industry, and that its strategies and practices may hold important lessons for other industries facing similar challenges.
