Abstract

This study explores the impact of having opposed community experts on the decision-making process of a commission seeking a captain for the Massachusetts French unit. The commission is comprised of younger managers who hold positions of authority in the community and the Leavitts, who are experienced experts in the field but lack the same level of community involvement. Through interviews and observations, the study finds that the opposing perspectives and agendas of the commission members create tension and challenges in the decision-making process. The results suggest that while the Leavitts provide valuable expertise, their lack of community involvement and understanding can lead to misunderstandings and resistance from the commission. Conversely, the commission's focus on community needs and desires may overlook important technical considerations. The study concludes that finding a balance between these competing perspectives is essential for effective decision-making, and recommends strategies for managing these tensions in future commission work.
